Exchanging your council home

How to apply for an exchange

We have changed the way to apply for a mutual exchange making it easier and quicker than ever.

If you are a Swindon Borough Council tenant

If you believe you are eligible to exchange and have found someone to swap with please register online with homeswapper and create an account if you do not already have one.
Once you have an account you can submit your application online. By applying online you will receive notifications on progress of your applications and will be able to see recent updates. You can upload supporting documents to support your application, saving you time or money on bringing documents to our office.

Please note: we will not be able to process an application if you do not give your exchange partners contact details. Please have their email address and contact number when you apply online as you will be asked to provide them.

If you are applying to exchange into a property with a different landlord you will need to check their application process.

If you are a non Swindon Borough Council tenant wishing to exchange into a Swindon Borough Council property

Your exchange partner will need to apply using the method above and register with homeswapper. Once they have completed an online application, they will receive an invite via the email address supplied and you will then need to complete your application online. You will also need to apply to your own landlord using their application process.

Multi swap

If you are applying with more than one exchange partner (multi-swap) you will not be able to apply online and all parties will need to complete manual forms. If this is the case please contact the Mutual Exchange Team at MX@Swindon.gov.uk.

Further information

If you have carried out any work to your home without permission, you must apply for permission as soon as you can. This is so it does not hold up the exchange process. You can do this by writing to your Neighbourhood Housing Officer.
