Young child with dummy in play areaThis type of foster care is for babies and toddlers who are likely to be adopted. However, they might still be reunited with their birth family depending on the outcome of court proceedings.

Foster to adopt placements provide stability and security at a critical early stage of development, with the possibility that the infant may become legally adopted by the foster carer.
