Step 3: Eligibility to join the housing register
Proofs you need to provide
To join the housing register you will need to provide all applicable supporting documents. This is required for all household members in your application before we can make a full assessment.
You can provide your proofs in the following ways:
- Create a My Account to scan and attach proofs so you can monitor progress
- Scan the documents and email them to housing@swindon.gov.uk
- Post photocopies and send them to: Allocations Team, Housing, Swindon Borough Council, Civic Offices, Euclid Street, Swindon SN1 2JH. You should allow sufficient time for us to receive them.
Please note: You should make sure you state your application number on each of the proofs.
If we do not receive all applicable proofs within this timescale, we will cancel your application. If you are unable to provide any of this documentation, you can let us know why in the additional information section of your application.
Please note: Further information may be requested at a later date.
The proofs listed below must be submitted to us within 14 days of your application.
Photo identity for each adult
One of the following proofs is required:
- Passport, current or expired
- Driving licence
- Armed Forces ID
- Student ID
- EU ID card
- Concessionary bus pass
- Citizen card
- Blue Badge
- Rail card
Where you live now
Two of the following proofs is required:
- Utility bill for example, a gas, electric or water bill which should be dated within the last four weeks
- Council Tax bill
- Letter from Department of Work and Pensions (DWP)
- Bank statement dated within the last four weeks showing current address
- Letters from official bodies for example, a school, college, the National Health Service, a solicitor or social services
Proof of employment - for each person in employment
One of the following proofs is required, if applicable:
- Permanent employment: payslips (three monthly, six fortnightly, or 12 weekly) for each applicant in employment and a contract of employment
- Self employed: accounts noting your registered address for tax purposes
- Zero contract: wage slips for the last 12 months
- Full name and address of your place of work
Leave to remain or refugee status
Two of the following proofs is required, if applicable:
- Passport
- Right to remain papers for example, letters from the Home Office
- EU Settlement Scheme
- Biometric residence permit - front and reverse of card (please be aware Biometric Residence Permits are no longer issued since December 2024)
You can also prove your immigration status by providing a code which can be obtained via the view and prove your immigration status details on the Government website.
Armed Forces
One of the following proofs is required, if applicable:
- Discharge date if you are currently in the Armed Forces
- Proof of discharge from Armed Forces if discharged within the last five years
Residency of dependent children (children under 18 or in full time education)
Two of the following proofs is required, if applicable:
- Full birth certificate and a recent copy of a full Child Benefit letter showing your children’s names, or
- A recent bank statement showing receipt of payments, or
- A Universal Credit award notification to include qualifying children
National Insurance number for all persons over 18 years
One of the following proofs is required:
- Full copy of award letter for
- Disability Living Allowance or Personal Independence Payment
- Job Centre Plus
- Pension Service
- P60, P45, wage slip
Health
One of the following proofs is required, if applicable:
- Full copy of award letter for Disability Living Allowance or Personal Independence Payment to include breakdown of points
Tenancy
One of the following proofs is required:
- Copy of your current tenancy agreement or rent book
- Letter confirming tenancy from your landlord or agent
- Letter from the host, with regard to any supported placement
Tenants of private landlords and housing association
One of the following proofs is required, if applicable:
- Up to date copy of your rent statement covering the last three months
Previous tenancy
One of the following proofs is required, if applicable:
- Final rent statement and supporting reference from previous landlord
Savings and capital - for those over 18 years of age
One of the following proofs is required:
- Three months of consecutive bank statements from the last six months for all bank, building society or post office accounts held (savings and current accounts). These need to include the detail of payments made in and out of the account. Statements will need to show name of account holder and the account number.
Rural connection
One of the following proofs is required, if applicable:
- Proof to support your rural connection to a village (not parish)
- Full name and address of family members with names and relationship to you
- Contract of employment with company name and address and address where you work
- Letter from school with school name and address
Once the application has been fully submitted, you will see your unique reference number and you will need to make a note of this. You can now register your account to enable you to submit proofs via your account or email housing@swindon.gov.uk quoting your unique reference number.
