The SEND and AP improvement plan

On Thursday, 2 March 2023 the Government published the SEND and Alternative Provision Improvement Plan Right Support, Right Place, Right Time.

This paper proposes a number of reforms to the special educational needs and disabilities (SEND) and alternative provision (AP) system.

These proposals look at the following improvements:

  • To fulfil the potential of every child and young person with SEND (or attending alternative provision).
  • Build the trust of parents and carers so that they have confidence that their children are getting the right support in the right place at the right time.
  • provide financial sustainability to meet children's and young people's needs, improving outcomes and ensuring that local authorities are stable financially.
