Charging for single-use carrier bags

Retailers in England must charge at least 10 pence for single-use carrier bags. You may be fined if you do not charge the minimum.


Who must charge

All retailers must charge for single-use carrier bags under the Single Use Carrier Bags Charges (England) (Amendment) Order 2021, regardless of size.


Record keeping and reporting

Only large retailers must record and report the number of single-use carrier bags they sell.

A large retailer employs 250 or more full-time equivalent employees across the whole business in a year, not just in retail roles.
