Streetworks permit scheme

The Swindon streetworks permit scheme was introduced in October 2021. 

It supports our duty to coordinate street and road works (defined under section 59 of the New Roads and Street Works Act (NRSWA) 1991) and our network management duty to ensure efficient movement of traffic (defined under section 16 of the Traffic Management Act (TMA) 2004) by providing more powers to control road and street works. 

The permit scheme regulations state that the Permit Authority must evaluate each permit scheme every year for the first three years of operation and every third year after this. 

The evaluation should also be made available to all statutory undertakers operating in Swindon and all neighbouring local authorities.

The evaluation should include:

  • analysis of the fee structure
  • costs and benefits of the scheme (whether or not financial)
  • confirmation the scheme is meeting its objectives as assessed by key performance indicators (KPIs)

The Swindon permit scheme year 2 evaluation report (PDF) provides an evaluation for the period October 2022 to September 2023 and includes the provisions set out in the regulations.

The Swindon permit scheme year 1 evaluation report (PDF) has been developed by an external consultant, to provide an evaluation for the period October 2021 to September 2022 and includes the provisions set out in the regulations.
