Streetworks permit scheme
The permit scheme helps us coordinate road and street works across Swindon. It also helps reduce disruption and keep traffic moving.
About the permit scheme
We introduced the Swindon streetworks permit scheme in October 2021. It gives us greater control over when and how road and street works take place.
The scheme supports our legal duties under:
- section 59 of the New Roads and Street Works Act 1991, which covers the coordination of street and road works
- section 16 of the Traffic Management Act 2004, which covers the efficient movement of traffic
Permit scheme evaluations
Permit scheme regulations require us, as the permit authority, to evaluate the scheme:
- every year during its first three years
- every three years after that
We must make each evaluation available to organisations authorised to carry out street works in Swindon. We must also share it with neighbouring local authorities.
Each evaluation must include:
- an analysis of the fee structure
- the financial and non-financial costs and benefits
- performance against the scheme's objectives, measured using key performance indicators
Year three evaluation
The year three report covers October 2023 to September 2024. It includes the information required by the permit scheme regulations.
Year two evaluation
The year two report covers October 2022 to September 2023. It includes the information required by the permit scheme regulations.
Year one evaluation
An external consultant prepared the year one report. It covers October 2021 to September 2022 and includes the information required by the regulations.
