Referendum on the Chiseldon Neighbourhood Plan
A referendum was held on Thursday, 6 November 2025 and 82.9% of those who voted were in favour of the plan.
The Chisledon Neighbourhood Development Plan is now made and forms part of the council’s development plan.
Highworth Neighbourhood Plan review
Targeted Regulation 16 consultation: Highworth Neighbourhood Plan Review Modifications Statement
Between Thursday, 9 October 2025 and Thursday, 20 November 2025, we held a targeted consultation on the Modifications Statement to the Highworth Neighbourhood Plan 2.
Background
Swindon Borough Council, as Local Planning Authority, undertook a Regulation 16 consultation on the Highworth Neighbourhood Plan 2 (the modification proposal) between Friday, 13 December 2024 and Friday, 7 February 2025.
Following the subsequent appointment of an independent examiner, it was determined that a further targeted consultation on a Modifications Statement to the Highworth Neighbourhood Plan 2 should be undertaken by the Qualifying Body (Highworth Parish Council) and Local Planning Authority (Swindon Borough Council).
Highworth Town Council undertook a targeted consultation on the Modifications Statement on Thursday, 26 June 2025 and Sunday, 20 August 2025.
We invited representations specifically relating to the Modifications Statement. Any representations made at the initial pre-submission Regulation 16 consultation have been retained and will be considered by the examiner.
Viewing the documents
You can view the Modifications Statement below. The purpose of this statement is to set out whether the Qualifying Body consider the modifications contained in the modification proposal are so significant or substantial as to change the nature of the made neighbourhood development plan.
All documents consulted on previously, and required at Regulation 15, can be viewed on the Highworth Town Council website.
All comments received have now been passed to an independent examiner who will consider the representations and recommend whether the draft Modification Proposal should be put to a community referendum.
