Statement of representations procedure

The emerging Swindon Local Plan 2043 was approved by Swindon Borough Council Cabinet on 1 July 2026 and by Council on 6 August 2026, for publication in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012.

The Swindon Local Plan 2043

The Swindon Local Plan 2043 will form a key part of the development plan for the Borough, setting out the strategy and policy framework to guide development and growth over the plan period.

It identifies the Borough’s housing, employment and infrastructure needs and where this should be located. It also provides guidance for the determination of planning applications.

The emerging Local Plan covers the entirety of the Borough administrative area.

Period for submission of representations

The Regulation 19 publication period provides the final opportunity for residents, businesses and stakeholders to make comments on the soundness of the Local Plan before it is submitted to the Secretary of State for examination.

The period for submission of representations will last for 6 weeks from Thursday, 24 September 2026 until 11.59pm on Thursday, 5 November 2026.

All representations must be submitted and received by the council during this time.

Sharing your personal details

If you submit a comment to the Swindon Local Plan 2043 Publication Stage, it will be published in full or as a summary alongside your name and organisation, where relevant.

No other personal contact details will be published.

Your name, contact details and comments will be shared with the Secretary of State, a Planning Inspector appointed by the Secretary of State to carry out the examination, and a Programme Officer.

When submitting a representation form, let us know if you wish to be notified of any of the following:

  • the submission of the Swindon Local Plan 2043 for independent examination under section 20 of the Planning and Compulsory Purchase Act 2004
  • the publication of the recommendations of the person appointed to carry out an independent examination of the local plan under section 20 of the 2004 Act
  • the adoption of the local plan
