Severe weather emergency protocol

During extremely cold weather, when temperatures falls to zero degrees or lower for three consecutive days, the Government-backed Severe Weather Emergency Protocol (SWEP) is launched. The Housing Options Team decide when the SWEP is implemented by monitoring the Met Office forecast. 

This means we’ll accommodate anyone who presents themselves as homeless and will use additional accommodation such as B&Bs and hotels if needed. Individuals will make their own decision about whether to accept an offer of shelter based on their individual circumstances. 

During times of adverse weather, we’ll provide updates on our X and Facebook pages as to when the SWEP is activated. You can alert us to rough sleepers in need of support by visiting the Street Link website. Street Link is an organisation which enables members of the public to connect people sleeping rough with the local services that can support them. Rough sleepers can also refer themselves by visiting the following addresses during office hours or by calling us on 01793 445503, available 24 hours a day.

The SWEP is a temporary arrangement which requires funding and staff resource that isn’t available unless there’s an emergency. It relies on staff and volunteers going above and beyond their usual commitments which unfortunately, wouldn’t be sustainable to deliver these services week by week.
