About this form

This form will allow you to report accumulation of waste in different areas. How we deal with accumulation of waste issues will entirely depend on the ownership and/or the use of the land in question.

The Council has a duty to keep any land that it owns or public land, generally free from waste and litter. We do carry out regular inspections and clear public land. If you would like to report an accumulation on Council land, this will be passed through to the Streetsmart team.

For any private land owned by individuals or businesses, this is the responsibility of the land-owner to keep it generally free from significant putrescible or harmful waste, even if it was put there by someone else. In appropriate cases, Environmental Health Officers can force landowners to clear up their land if it significantly affected by rats, or by waste which is hazardous or inherently attractive to rats, for instance. 

If you are telling us about the state of someone else’s private land, we may be able to assist. Where it is appropriate, we can take some time to investigate and force any owner to take the right action. However, this is only in certain specific circumstances.

Important information: Most back alleyways in Swindon are un-adopted and are the responsibility of all householders on the alley. We also cannot act on land which is littered, untidy or overgrown. If you are informing us of any accumulation of waste on public land or areas this will need to be reported to our street cleansing team.
