Planning policy guidance

Introduction

Supplementary Planning Documents (SPDs) add further detail to the policies in the Local Plan. They provide further guidance for development on specific sites, or on particular issues, such as design.

Supplementary planning documents are capable of being a material consideration in planning decisions but are not part of the development plan. SPD's replaced Supplementary Planning Guidance (SPGs) in the planning system and were introduced under the Planning and Compulsory Purchase Act, 2004.

The council has a number of adopted SPDs and SPGs available to view on the Adopted Guidance webpage. The majority of these documents were adopted to provide guidance that amplifies the policies and proposals of the now superseded Swindon Borough Local Plan 2011.

In 2015, the SPDs and SPGs assessed as being relevant to policies in the Swindon Borough Local Plan 2026 and consistent with national policy, were approved to be continued to be used as material consideration.
