Retail relief and limiting large increases scheme

Rate relief

In 2019 and 2020 a discount of one third of the rates bill will be available for all occupiers of shops, pubs and restaurants with a rateable value of less than £51,000. If your business has not been granted this discount and you believe it should, contact the Business Rates Team.

Limiting large increases

Following the rates revaluation increases in the financial year 2019/20 on occupied private sector business, properties with a rateable value of less than £200,000, can be limited to 20% plus inflation compared to the 2018/19 bill (before reliefs). Awards may be limited to £5,000 per annum per property, but each case is considered on its own merit. Awards in excess of this amount can be granted if the business concerned can demonstrate hardship or particular difficulty paying the increase concerned. Increases in the years 2020/21 may also be limited to 20%, but this is subject to review.

Supporting small businesses

Ratepayers who received Small Business Rate relief or Rural Rate relief in 2016/17, should continue to have annual increases capped at £600 per annum until 2021.

These discounts are subject to State Aid rules, which allow an undertaking to receive up to €200,000 of De Minimis aid in a three year period (consisting of the current financial year and the two previous financial years). The council will ask businesses to advise if any award made will be above this threshold.

If you believe your business should qualify for any of these schemes, contact the Business Rates team:
