New Local Plan 2043

We are preparing a new Swindon Local Plan to guide growth and development in the borough to 2043, with a wider vision to 2055.

Once adopted, the 2043 Local Plan will replace the current Swindon Local Plan 2026.

The Swindon Local Plan sets out how growth in Swindon will be managed up to 2026. It explains how much development is needed, where it should go, and the planning policies we use when we assess planning applications.


What the Local Plan covers

The Plan provides:

  • the development strategy for sustainable growth to 2026
  • the amount and type of development the Borough needs
  • the areas where development is supported or restricted
  • detailed planning policies that guide decisions on planning applications

The Local Plan was formally adopted on 26 March 2015.

Policies map

The Policies Map shows where Local Plan policies apply and how land across the Borough is allocated. It is available in two formats so you can use the version that suits you.

  • Interactive Policies Map: search for an address or postcode, turn individual policy layers on or off, and switch between different base maps such as Ordnance Survey, aerial imagery, or black and white
  • Printable Policies Map tiles: the map is divided into 23 overlapping tiles to make printing easier

Community Infrastructure Levy

The Community Infrastructure Levy (CIL) is a national charging system that allows councils to raise money from new development. The funds help pay for the facilities and services needed to support planned growth in Swindon to 2026.
