Housing tenants consultation
At its meeting on 1 July 2026, the Council's Cabinet agreed, in principle, proposals relating to the future delivery of the Homeline service, including the introduction of an opt-in model and changes to the way the service is subsidised for council tenants.
As part of implementing these proposals,we are required to carry out a statutory consultation with affected tenants on the proposed removal of the Homeline clause from council tenancy agreements before any final decision can be made.
No final decision has been made.
The purpose of this consultation is to give affected tenants the opportunity to understand the proposal, consider how it may affect them and share their views before any decision is taken.
Following the consultation, all responses will be carefully considered before we decide whether to proceed with the proposal.

How this might affect you
Every affected tenant has been sent a letter explaining their individual circumstances and how the proposal could affect them. You will need to read your letter alongside the consultation information pack before completing the survey.
Some tenants receive the Homeline service through Adult Social Care because it forms part of the support provided to help them remain safe and independent in their home. If you are one of these tenants, your letter will confirm this. If the proposal is approved, there will be no change to the Homeline service you receive through Adult Social Care or to any charges you currently pay, and the details of this are explained in your individual letter

Engagement sessions
As part of the consultation, we will be holding a number of face-to-face engagement sessions. These sessions provide an opportunity to find out more about the proposal, ask questions and speak directly with council officers before completing the consultation questionnaire.
The sessions will be held at the following locations:
- John Moulton Hall, Penhill – Tuesday, 25 August 2026 from 10:00am to 12:00pm
- Park Library – Thursday, 27 August 2026 from 6:00pm to 8:00pm
Teatime talks for Sheltered Housing Tenants
If you are Sheltered tenant, you are welcome to attend one of our Teatime Talks. Details including the dates, times and venue will be advertised in your sheltered housing scheme.
These informal sessions are an opportunity to find out more about the proposal, ask questions and speak directly with council officers before sharing your views.
