Gambling Policy update 2025 consultation

Under the Gambling Act 2005, we are responsible for issuing and enforcing licences, permits and notifications as the Licensing Authority.

These include: 

  • licences for premises where gambling activities take place, such as betting shops and gaming arcades
  • permits and notifications for gaming machines in pubs and social clubs
  • registrations for small society lotteries to enable them to hold raffles and draws  

The statement of principles is our policy on how we handle licence applications for gambling premises and how we enforce them. 

The Gambling Act 2005 requires us to review and re-adopt our statement of principles every three years.

Since there have been no legislative or national guidance changes since the last review, we do not propose to amend the current statement. We plan to re-adopt it for the next three years. 

Please note: We may revisit this policy if significant changes occur within the next three years. 

The consultation will run until Friday, 14 November 2025
