Borough Wide - Public Space Protection Order (PSPO) renewal consultation 2025
This consultation is to ask residents, and other stakeholders, for their views on the potential renewal of the Borough Wide Public Spaces Protection Order (PSPO).
PSPOs were introduced as part of the Anti-social Behaviour, Crime and Policing Act 2014 and are designed to ensure that people can enjoy public spaces without the threat of anti-social behaviour.
Dog fouling is a national issue with many unpleasant and dangerous effects, including potential health issues for small children.
It has been estimated that a single gram of dog waste can contain 23 million faecal coliform bacteria, which are known to cause cramps, diarrhoea, intestinal illness, and serious kidney disorders in humans. Additionally, dog faeces can cause Toxocariasis which can lead to blindness.
Under this order, people would be given a chance to pick up after their dogs before a fine is actioned. People who refuse to pick up after their dog would be served a Fixed Penalty Notice and their details noted. Repeat offenders could face prosecution.
We currently have a Borough Wide PSPO in place in respect of dog fouling and the exclusion of dogs, apart from assistance dogs, from enclosed children’s play areas. PSPOs must be renewed every three years and we are considering whether to do so.
We do not propose any changes to the previous order but are keen to hear from stakeholders and the public regarding this matter.
