Introduction

You need to be aware of this Privacy Notice if you are providing evidence for either Housing Benefit, Council Tax, Blue Badge or Concessionary Travel via the Scan Station in Customer Services.

What is a Privacy Notice?

A Privacy Notice is a statement issued by an organisation which explains how personal and confidential data about individuals is collected, used and shared.

Who is collecting and using your personal data?

Swindon Borough Council collects and uses your personal data for the purpose of providing evidence for the service you have selected on our Scan Station device, for example,  Housing Benefit, Council Tax, Blue Badge, Concessionary Travel.

Your personal data – what is it?

Personal data relates to a living individual who can be identified from that data. Identification can be by the information alone or in conjunction with any other information in the data controller’s possession or likely to come into such possession. The processing of data is governed by the General Data Protection Regulation 2016/679 (the “GDPR”).

What personal data do we collect?

Data collected:

  • Your name, address and contact details
  • National Insurance and Council Tax reference
  • Email address and telephone number
  • Your gender
  • Documentation confirming automatic eligibility
  • Relevant medical information pertinent to your application
  • A photograph confirming your identity
  • Proof of a disability
Why do we need your personal information?

We will use this personal information to assess your eligibility for one of the below services that you have selected on the device:

  • Housing Benefit
  • Council Tax
  • Blue Badge
  • Concessionary Travel
How the law allows us to use your information?

We use your personal information in line with our statutory obligations under the following legislation:

  • The Concessionary Bus Travel Act 2007
  • Disabled Persons’ Parking Badges Act 2013
  • Housing Benefits & DHP – Enabling Act 1992 Social Security Contributions & Benefits Act
  • Council Tax –1992 Local Government Finance Act & Business Rates 1988 Local Government Finance Act
Who do we share your information with?
  •  Blue Badge - Where necessary, we will share your personal information with appropriate Council departments to establish eligibility and the Great Western Hospital NHS Trust when dealing with appeals
  • Blue Badge - Your personal information will also be uploaded to a Central Register operated by Northgate Services who are contracted by Central Government to produce blue badges
  • Concessionary Travel - To register your application for the English National Concessionary Travel Scheme
  • Council Tax & Housing Benefits – your personal information will be uploaded to a central register operated by Northgate Services who are contracted by Swindon Borough Council
How do we protect your information?

We will do what we can to make sure we hold records about you (on paper and electronically) in a secure way. We will only make them available to those who have a right to see them.

How long do we keep your personal information?

No personal data is stored on this Scan Station device, which only holds data in a live session, where at the end of the completed transaction, or the session expiring (timeout feature) all data is cleaned down and wiped.

The council service areas receiving the scans will keep the data in line with their separate Privacy Notices, which can be viewed on the Main Privacy Notice page.

What you can do with your information?

Unless subject to an exemption under GDPR you have the following rights with respect to your personal data:

  • The right to request a copy of your personal data which Swindon Borough Council holds about you
  • The right to request that Swindon Borough Council corrects any personal data if it is found to be inaccurate or out of date
  • The right to request your personal data is erased where it is no longer necessary for Swindon Borough Council to retain such data
  • The right, where there is a dispute in relation to the accuracy or processing of your personal data, to request a restriction is placed on further processing
  • The right to object to the processing of personal data
  • The right to lodge a complaint with the Information Commissioners Office
