Publication scheme and open data catalogue - Constitution

We have agreed a constitution that sets out how we operate and how decisions are made. It explains the procedures we follow to ensure that these are efficient, transparent and accountable to local people. Some of these processes are required by the law, while others are a matter for us to choose.
