South Marston neighbourhood plan
The South Marston Neighbourhood Plan was adopted (“made”) at a Full Council meeting on 9 November 2017. The Plan now forms part of the statutory development plan for the Borough and will be used in the determination of planning proposals in South Marston parish. South Marston Parish Council as the relevant qualifying body has prepared and submitted a neighbourhood development plan proposal under Part 5 Regulation 15 of The Neighbourhood Planning (General) Regulations 2012 (as amended) for South Marston Village.
Consultation on the submitted South Marston village neighbourhood plan closed on 10 March 2016.
The following consultations responses were received:
An independent examiner, Jeremy Edge BSc (Hons) FRICS MRTPI, was appointed to review whether the Neighbourhood Plan meets the Basic Conditions required by legislation and should proceed to referendum. Mr Edge called a hearing session to discuss certain aspects of the Plan. This session was held on Friday, 8 September 2016 in South Marston Village Hall. Due to personal reasons, Mr Edge has been unable to complete the examination and publish his report. A replacement examiner, Mr John Parmiter, FRICS FRSA MRTPI, was appointed on 3 February 2017 who will conduct a second independent examination of the South Marston Neighbourhood Plan. All the consultation representations have been sent to Mr Parmiter as has correspondence sent to Mr Edge in relation to the hearing session.
On March 31st 2017, Mr Parmiter completed his Report in which he concluded, subject to a number of modifications being made, the Neighbourhood Plan meets the Basic Conditions and can proceed to referendum. A copy of his Report is available here:
On the 13 July 2017 the Swindon Borough Council agreed that the Submission draft South Marston Neighbourhood Plan, as modified in line with the recommendations of the independent examiner, met the Basic Conditions as set out in Schedule 4B of the Town & Country Planning Act (1990) (as amended by the Localism Act 2011) and authorised a referendum to take place.
A referendum on the South Marston Neighbourhood Plan was held on Thursday, 5 October 2017 in South Marston Parish. It was conducted in accordance with procedures which are similar to those used at local government elections.
The question asked was:
'Do you want Swindon Borough Council to use the Neighbourhood Plan for South Marston to help it decide planning applications in the neighbourhood area?'
95% of those who cast votes in the referendum voted in favour of a YES.
