Local Plan review
The Council is in the early stages of the Review of the Swindon Borough Local Plan to extend the plan horizon beyond 2026.
To further understand the issues to be addressed through the review of the Local Plan and which policies should be modified and how, the Council carried out a six week public consultation between November 7 and December 19 2017. At this stage in the process no decisions have been made on the future locations for growth and development beyond that contained within the adopted Local Plan.
Swindon and Wiltshire joint spatial framework
Local planning authorities are legally required to co-operate with each other over issues that cross administrative boundaries. A range of different issues cross over the boundaries of Swindon Borough, Wiltshire and other councils and the appropriate means to deal with them varies accordingly. Several issues will benefit from direct co-operation between Swindon Borough Council and Wiltshire Council.
Swindon Borough Council and Wiltshire Council are therefore, working together to prepare a Joint Spatial Framework. The Joint Spatial Framework will guide the overall pattern of development across the wider area of the two councils, setting out a distribution of new jobs, homes and infrastructure. It will provide evidence to inform the councils’ individual local plan reviews. Decisions over detailed site allocations will be made through the councils’ individual local plan reviews. An ‘Issues Paper’ was prepared to stimulate discussion and included specific questions on which the Council would like to hear your views. Comments were invited during the consultation period as outlined above.

Swindon Borough and Wiltshire Council were intending to consult on the next stage in the production of the Joint Spatial Framework in the summer of 2018, however in the spring of 2018, the Government consulted on a draft version of a revised National Planning Policy Framework (NPPF) and revisions to the accompanying Planning Practice Guidance (PPG). The revised NPPF will have implications for plan making and the work undertaken by Swindon and Wiltshire. The government is intending to publish its final updated NPPF ‘in the summer’ which would have occurred during the proposed options consultation on the JSF. Therefore further consultation is delayed until the autumn of 2018 in order that the Governments national planning policy revisions can be considered and incorporated. The Council is reviewing the local plan timetable published in the Local Development Scheme 2017 and as soon as further information is available, we will publish it on this webpage.
