Consultation on the mandatory requirement of CCTV in hackney carriages and private hire vehicles
We are holding a public consultation on the proposed introduction of CCTV cameras in hackney carriage and private hire vehicles in the borough.
The introduction of CCTV was previously considered in 2019 by the Licensing Authority but with the announcement by the Department for Transport (DfT) of new statutory standards being released, the decision was made to await the publication of these before progressing further.
The DfT standards were eventually released in July 2020 to come into effect from January 2021. The Licensing Authority recognise the unavoidable delay the pandemic has had in bringing this matter forward.
After considering the new standards, we are keen to consult members of the public, members of the trade, and other organisations, before taking a final decision on implementation.
The Licensing Authority recognises the potential benefits of having CCTV in all licensed vehicles, such as enabling the prevention and detection of crime and promoting a safer experience for both licensed drivers and the travelling public.
Equally, we note concerns previously raised, especially around financial implications of the scheme, so seek views from all sides.
The consultation will run for 8 weeks from Wednesday, 1 December 2021 until Monday, 31 January 2022.
The results of the exercise will be presented to the Licensing Committee for consideration on 22 March 2022.
