Draft Travel Plans Supplementary Planning Document (SPD) consultation

We require that new developments exceeding given thresholds are supported with a “Travel Plan”. This is a long term management strategy secured through the planning process, based on evidence of the anticipated transport impacts of development. The Travel Plan SPD outlines initiatives to promote and encourage sustainable travel (such as promoting walking and cycling), to maximise the opportunity of infrastructure measures the developer will also be providing.

The Travel Plan SPD would strengthen our powers to ensure that travel plans get implemented properly over the long term, which will in turn benefit the local residents and businesses. This would include reduced congestion, fewer parking problems, and encouraging the use of sustainable modes of transport.  

This SPD will guide how we require Travel Plans to be produced and delivered, providing a consistent framework across the Borough. 

This consultation intends to collect the opinions of members of the public as well as representatives from the industry, such as developers and consultants. We welcome views from Ward Members, Parish Councils, local transport organisations and groups representing people with disabilities.

The consultation will run until Monday, 14 October 2019. The document may be revised as a result of the consultation and will then be taken back to Planning Committee for consideration in December 2019.
