COVID-19 - Government support for businesses

Christmas Support Payment for wet-led pubs (CSP)

About the grant

This grant scheme provides additional support over the festive period for wet-led pubs in areas under restriction tiers 2 and 3.

You can apply for the CSP alongside a Local Restrictions Support Grant (Closed), and if you have previously applied for an Additional Restrictions Grant (ARG).

GOV.UK website - full list of business types that must remain closed during the current period

You must read the full criteria below to make sure you are eligible for the grant.

The GOV.UK website gives full information about all the current support schemes.

  • The scheme applies to businesses which satisfy all of these criteria:
    • Under normal circumstances (without local or national restrictions), the wet-led pub must:
      • derive less than 50% of its income from sales of food
      • be open to the general public
      • allow free entry, other than when occasional entertainment is provided
      • allow drinking without requiring food to be consumed
      • permit drinks to be purchased at a bar
      • have a live business rates account with Swindon Borough Council (even if the property has been awarded rate relief)
    • On 4 November 2020 (before national lockdown) businesses must have:
      • not been in administration, insolvent or subject to a striking office notice
      • not been an undertaking in difficulty (with the definition of Article 2(18) of the General Block Exemption Regulation)
      • been actively trading (buying and selling goods or services)
    • Businesses must not have received more than 800,000 EUROS in state funding within the last three-fiscal year period. Please read the Government guidance about state aid
  • The ratepayer according to council records as of 1 December 2020 will receive the grant if found eligible. If the grants team believes the payer’s details to be inaccurate, the grant may be withheld, and steps taken to identify the rightful recipient.
  • Businesses in receipt of Local Restrictions Support Grant (Closed) and Additional Restrictions Grants can apply
  • The following applicants are not eligible for this scheme (please note this list is not intended to be exhaustive, and other venues may not be eligible under the Government guidance):
    • restaurants
    • cafes
    • nightclubs (please see the LRSGS scheme)
    • hotels
    • snack bars
    • guest-houses
    • boarding houses
    • sporting venues
    • music venues
    • festival sites
    • theatres
    • museums
    • exhibition halls
    • cinemas
    • concert halls
    • casinos
    • snooker and pool centres

Important notes

  • If the local tier restrictions level or business closure details are amended by the Government, it is possible the criteria of this grant fund will be amended
  • Successful applicants will receive a one-off payment of £1,000 per eligible wet-led pub (these grant levels are set by the Government)
  • Eligible applicants will receive one grant per business property, so a business can apply for multiple grants
  • We will endeavour to protect against fraud and neither we nor the Government will accept deliberate manipulation and fraud. Any businesses falsifying information will face prosecution and any funding issued will be clawed back
  • Swindon Borough Council may verify and share any information from grant applications with other council departments and government departments
  • There is no appeals process if your application is rejected

Making your application

  • First, read about how to apply
  • Access the online application form at the bottom of the page
  • If you have previously been awarded an LRSGC for this pub, you may be automatically directed to a short form, where you will need to confirm that your details remain the same
  • All other applicants will have a slightly longer form to complete (please see the how to apply section of this series of pages), but it should still only take a few minutes
  • We will make grant payments as quickly as possible, but please note we are currently receiving high numbers of applications and it may take a couple of weeks to process and pay grants to eligible applicants, particularly over the festive period
