People with a Learning Disability

In Swindon, we regard people with learning disabilities as people first. We endeavour to look at what people can do rather than what they can't. The following is a list of the services run by Swindon Borough Council's Social Services Department.

Community Team for People with Learning Disabilities (CTPLD)

The CTPLD is the referral, assessment and care management team for people with learning disabilities. Working closely with the Swindon Primary Care Trust, the team is made up of care managers and community nurses. Respite Opportunities is also based within this team. They organise a range social and leisure activities.

The team operates a duty system on weekdays 9.00am-5.00pm.

Connect Supported Employment Service

Connect has more than a decade of experience and recognition for providing a unique and comprehensive supported training and employment service for people with learning and associated disability. This helps to improve peoples' employment prospects. Dedicated Job Coaches are responsible for all elements of training along the pathway to work. These elements are tailored to meet individual needs.

Over the years Connect has helped literally hundreds of people find work in the local business community.

Upham Road Centre

The Upham Road Centre supports people with learning disabilities providing day care and activities for 135 service users. Incorporated into the centre are two units for people with special needs currently supporting:

Although Upham Road Centre is a traditional model, it strives to provide a wide range of opportunities to its service users making the best use of community facilities and other specialist that operate in Swindon.

There is currently a huge agenda for change within learning disabilities and day services is a major area that needs to modernise. Upham Road Centre management and staff are keen to contribute to the planning for the future and involve service users and their carers in saying what they want and need.

Elsie Millin Court

This provides respite care for up to six people requiring a break from home. There is also one place at Elsie Millin Court for service users who require placements at short notice for short periods.

There are currently around 60 service users on the register for respite care.

Adult Placement Service

The Adult Placement Service is a registered service with the Commission for Social Care Inspection. The service recruits, monitors and supervises carers to provide placements (either long term or for short breaks or emergency placements) for people with learning disabilities, physical disabilities, people with mental health problems and older people. The service also recruits support providers who can provide a similar service using a supported living model. Supporting People funding finances some of this work.

Swindon Support Team

Provides community support for adults with learning disabilities in their own homes. Support workers assist service users with everyday tasks and supports them to remain in the community and access the community and maximise their involvement within Swindon. It also has a function of liaising with the Housing Department in regards to housing with support.

Much of their work is around supporting people in maintaining their housing tenancies. The Supporting People initiative has helped to develop this work.
