Home Energy Conservation

The Home Energy Conservation Act 1995 (HECA) places a duty on Local Authorities to prepare and publish a report which sets out the energy conservation measures which will achieve significant improvements in domestic energy efficiency in its area. Swindon published its report in 1996 and is committed to achieving the Governments target of achieving a 30% improvement in domestic energy efficiency by 2010.

To date the Borough has improved the energy efficiency across all tenures by 20.8% (Eleventh Progress Report (2007).

This has been achieved by working with our partners to offer energy efficiency advice and grant aid for insulation measures.

Improving the energy efficiency of our homes has many benefits:

Many energy efficiency measures are simple and cheap to implement; in particular improving the insulation to your house.  If you own your home or are a tenant then there are also Government and Council run schemes to further reduce the cost, or to pay for this work completely if you are unable to afford the cost of the work yourself.
