Monitoring

Monitoring

Monitoring has an important role within the new planning system. The ability to produce various local development documents, as opposed to one local plan document, will allow authorities to respond quickly to changing priorities for development in their area. Monitoring plays a significant part in identifying these priorities, as it establishes what is happening now, and reveals trends that help us determine what may happen in the future.

Annual Monitoring Report

Swindon Borough Council has a statutory requirement under the 2004 Planning and Compulsory Purchase Act to submit an Annual Monitoring Report (AMR) to the Secretary of State by 31 December of each year. This AMR covers the period from 1 April 2008 to 31 March 2009.

The AMR monitors the policies in the Swindon Borough Local Plan 2011, which was adopted in July 2006, and Local Development Documents that have been created under the Local Development Framework. The aim of the AMR is to assess the extent to which planning policies are achieving their objectives.

Housing Land Monitoring

Housing land monitoring surveys are conducted to monitor our progress towards meeting the Structure Plan housing targets. The surveys are carried out every six months, in April and October, and record housing completions and sites with planning permission. The subsequent report is used to inform reviews of the Structure Plan, Local Plan and towards the future, the Regional Spatial Strategy. Additionally it provides input to the Government’s National Land Use Database (NLUD).

The data presented in this report relates to the Wiltshire Structure Plan 2016, adopted in April 2006, covering the period up to 2016.

Playing Pitch Strategy

Swindon Borough Council  appointed sport and leisure consultants PMP to carry out a playing pitch strategy review for the Borough. This work updates the playing pitch strategy undertaken by PMP in 2001 and follows the approach set out in Sport England's standard guidance.

The strategy covers demand for football, rugby, cricket and hockey. PMP have surveyed all clubs and providers of pitches to complete a full audit of all pitches and teams in the Borough. The information, along with consultation with key Council and external stakeholders has been brought together in a playing pitch strategy for the Borough covering the next five years.
