Waste Local Plan

Wiltshire and Swindon Waste Local Plan

The Forward Planning Group has worked in partnership with Wiltshire County Council to prepare the Wiltshire and Swindon Waste Local Plan. The borough council became the waste planning authority for the Swindon area as a consequence of local government reorganisation in 1997. The first draft of the plan was published for consultation in November 2001 and the Second (Revised) Deposit Draft was published in September 2002.The Public Local Inquiry for the Revised Deposit Draft was held between April 2003 and the end of July 2003. The Inspector's Report on the Draft Plan was published in April 2004. Proposed Modifications to the draft Waste Local Plan were published in September 2004. The Waste Local Plan was formally adopted on the 17th March 2005.

The Waste Local Plan is a long-term strategy for dealing with waste, with detailed targets and policies up to 2011. It sets standards, making sure that new developments take account of waste management, both during construction and during occupation, when users will need facilities like recycling sites.

The plan also identifies areas in Wiltshire and Swindon where waste management facilities could be located. These have been carefully chosen to minimise impact and ensure that neither you nor the waste you produce has to travel far.

But most of all, the plan moves away from the traditional method of burying our waste in landfill sites. Instead it promotes the reduction, re-use and recycling of our rubbish. It also proposes the recovery of energy from waste that cannot be re-used or recycled.

Landfill will still be needed for some types of waste, but as there will be space available on existing sites until 2011, the plan does not propose any new sites.
