Supplementary Planning Documents

Supplementary Planning Documents (SPDs) provide policy guidance that amplifies the policies and proposals of the LDD's. SPD's replace Supplementary Planning Guidance in the new planning system introduced under the Planning and Compulsory Purchase Act, 2004.

Swindon Sustainable Building Design and Construction Supplementary Planning Document

The Borough Council have adopted a supplementary planning document (SPD) on Sustainable Building Design and Construction. It will be applicable to all new major planning applications from 1st January 2008. Sustainable design and construction of Swindon's new buildings will play a key role in meeting targets to reduce carbon dioxide emissions, a major contributor to climate change, and help utilise natural resources more effectively. The  SPD amplifies the guidance in the Swindon Borough Local Plan 2011, in particular Policy DS6 (Design and Amenity), and sets out a "Swindon Standard" for future major development in the Borough. The SPD incorporates 4 elements:

  • Energy Efficient Design and Layout
  • Sustainable Construction
  • Zero/Low Carbon Energy
  • Future Proofing (Lifetime Homes)

Information supporting major planning applications should include:

  • Reference to energy efficient design within the Design and Access Statement,
  • The submission of a completed "Pre-Assessment Estimator" The estimator is a spreadsheet which will calculate the predicted code/BREEAM standard ,and
  • The submission of a renewable energy feasibility study.

Backland and Infill Development Supplementary Planning Document

The Borough Council has adopted a supplementary planning document on Backland and Infill Development. The document amplifies Policy DS6 of the Swindon Borough Local Plan 2011 by providing additional guidance against which planning applications for backland or infill development can be prepared and determined. The SPD emphasises the importance of good design, in accordance with the Borough Council's adopted Design Guide, and in addition provides detailed advice on materials, plot size, site layout, garden space provision and access and parking arrangements.

Swindon Central Area Public Realm Strategy

Working with The New Swindon Company (NSC) and the South West of England Regional Development Agency (SWERDA) Swindon Borough Council has adopted this Supplementary Planning Document (SPD). It sets out:

  • Vision and objective
  • Development guidance to deliver the vision
  • Indicative concepts and guidelines for key central public spaces
  • Technical information which includes materials and design details

The Promenade: A New Cultural Quarter for Swindon Town Centre

Working with The New Swindon Company and SWERDA Swindon Borough Council has adopted this Supplementary Planning Document. This document sets out a detailed planning framework for the development of The Promenade, which is one of the The New Swindon Company's Major Projects and which is envisaged to be the primary focus for new cultural facilities within Swindon. The Promenade encompasses the area from the former Police Headquarters up to the Swindon College site at Regent Circus.
