The Carers and Disabled Children Act 2000 gave carers a right to and Assessment if:
- they provide, or intend to provide, a substantial amount of care on a regular basis
and
- the person they care for is someone to whom Adult Social Care may be able to provide community care services.
This right to an assessment exists even when the person they care for has refused an assessment for themselves or any contact with Adult Social Care; or they have refused community care services
