On this page: Background information which you may find useful in deciding whether to apply for a particular vacancy at Swindon Borough Council.

Posts Working with Children, Young People and Vulnerable Adults

The interview process for these types of jobs will reflect the extra care necessary in order to safeguard those under our care.

Successful candidates will be asked to apply for an Enhanced Disclosure from the Criminal Records Bureau.

Criminal Records Bureau (CRB)

CRB is an executive agency of the Home Office. It provides wider access to criminal record information through its checking service.

It helps employers to make safer recruitment decisions by identifying candidates who may be unsuitable for certain work, especially involving children or vulnerable adults.

The CRB provides controlled access to criminal records and related information through its Disclosure Service.

Disclosure Level

There are two levels of CRB disclosure: Standard and Enhanced.

Swindon Borough Council undertakes all disclosure checks at enhanced level because this is the only level that discloses all relevant information.

For full details about CRB checks, please see the Directgov website (www.direct.gov.uk/crb).

Vetting and Barring Scheme Now on Hold

The Home Office has announced that the Vetting and Barring Scheme (VBS) for those working with children and vulnerable adults will be put on hold so that it can be remodelled.

While awaiting details of the remodelling of the scheme the Council will proceed on the basis that:

  • The existing requirements concerning CRB checks remain in place and those checks must still be carried out where necessary
  • The parts of the VBS put in place in October 2009 continue

Points Based System – UK Border Agency

If you are a non-European Economic Area migrant wishing to work in the United Kingdom, we recommend you visit the UK Border Agency website.

The website provides key guidance and information provided by the Government on employing migrant workers, including those under the points-based system that applies to non-European migrants.

Please see the Home Office, UK Border Agency website (www.ukba.homeoffice.gov.uk).

Right to Work in the UK

The Council's recruitment and selection process requires all applicants to bring to interview or selection a document, or a combination of documents, as proof of who they are and whether they are eligible to work in the UK. The Council will retain a photocopy of these documents and applicants will sign a declaration form during their interview.
