The South West Neighbourhood Resource Centre uses qualified trainers to provide a range of training opportunities to staff and residents groups working in communities across the South West. We are committed to providing good quality, affordable training to everyone working in communities.
Our clients include Local Authorities, Registered Social Landlords, Fire and Rescue Service, Primary Care Trust and Neighbourhood Management Programmes.
Community Engagement, Empowerment and Cohesion Training
The centre provides a range of training programmes to enable organisations to deliver on the commitments outlines in the Community Empowerment White Paper.
The following training programmes are available for groups of 6 or more delegates. Courses can also be adapted to suit the needs of individual organisations.
First Aid Training
The centre is approved to run a range of First Aid at Work programmes including:
- First Aid at Work – 4 day programme
- First Aid at Work – 2 day refresher programme
- Appointed Person First Aid Training – 1 day programme
- Defibrillator Training – ½ day programme
- Skills practice and refresher training sessions

Personal Safety Training
Break and Escape Training
Our training staff are qualified in Physical Restraint Practice which enables us to offer a half day programme in basic breakaway techniques.
The techniques taught are simple and easy to remember and are designed to give individuals the ability to create a window of opportunity to disengage and escape from threatening situations.
It is recommended that this training is provided alongside some form of Conflict Management training which aims to reduce the risk of conflict escalating to the level of threat or violence.
Conflict Management Training
We also deliver non-accredited conflict management training, designed to suit the needs of our customer. Sessions last a minimum of 4 hours and cover a range of the issues from the City & Guilds programme.
All conflict management sessions are run by a training who is qualified to deliver the City & Guilds certificate in Conflict Management and practical sessions are designed to fit the situations the delegates are likely to experience in the course of their work.
Customers for conflict management training include Swindon Fire Authority, Housing Officers and Park Wardens.
Reasonable Force – Dispelling the Myths
The law states that we can use “Reasonable Force” to defend ourselves, but what does this actually mean? There is a lot of rumour and misunderstanding about this subject which impacts immensely on our personal safety.
In this half day session, we look at what the law actually says and seek to dispel some of the myths and rumour that has grown up around this emotive topic.
Accredited Person’s Training
City & Guilds Level 2 Community Safety for Accredited Persons
This qualification is specifically designed to cover the requirements of staff accredited by their local Police Authority under the Community Safety Accredited Person’s scheme. However the content is also applicable to anyone with an enforcement role in the community e.g. staff who issue fixed penalty notices.

Enforcement Training
This training is suitable for staff who have an enforcement role in dealing with environmental crime in the community.
Topics covered in this course are listed below. However, it can be adapted to meet the specific needs of an individual role or organisation e.g. focussing on specific areas of legislation.
- Identifying the issues caused by environmental crime i.e. littering, dog fouling, flytipping
- Understanding the law relating to environmental crime e.g. Clean Neighbourhood & Environment Act, Dog Control Orders, Anti-Social Behaviour Act.
- Procedures for issuing fixed penalty notices
- What happens next – the legal process once a notice has been issued.
- Obtaining Evidence – do’s & don’ts
- Avoiding and dealing with conflict
Certificate in Warden Core Training
This training comprises ten core training units which lead to a nationally recognised qualification. Only training delivered via the Resource Centre can be accredited in this way. Training may be undertaken in a single block of five days, or in modules over an extended period of time. This core training course may be combined with induction or on-going warden training as required.

The Warden’s Core Training Programme is suitable for new wardens as part of their induction training, and for more experienced wardens who would like to gain a certificate.
The core modules for wardens are:
- Community Development (covering the warden’s role, community development and partnership working)
- Clean and Safe
- Customer Care
- Communication & Information Management
- Working with Older People
- Working with Young People
- Community Cohesion
- Basic Drug Awareness
- Problem Solving
These modules can be modified to suit the needs of other groups working in the community, and certification is available for individual modules as well as for the full 10 units.
The training is particularly easy to adapt for park wardens, caretakers and PCSOs.

Accredited Person’s Training
The centre can also deliver training to wardens accredited under the Community Safety Accredited Person scheme.
This is a 60-hour programme which can be delivered in 2 full weeks or on a modular basis. It includes the warden core training modules with additional sessions on legislation and handling incidents and situations.

Enforcement Training
More and more local authority staff are being given the power to issue fixed penalty notices for issues such as dog fouling and littering.
The Resource Centre training team is experienced in providing training in this area. Each session is designed to the customers specification and typically contains sessions on the nature of the problem, the legislation, paperwork and records and confronting the perpetrator.
City & Guilds Level 2 Certificate in Conflict Management (1884)
The Resource Centre is accredited to deliver the 10 hour City & Guilds Level 2 Certificate in Conflict Management. This programme covers the legislation, assessing and reducing risk, recognising and avoiding conflict, communication, defusing and calming and the effects of incidents on the individual. The programme includes practical sessions where delegates can practice their skills in a controlled environment, and an on-line assessment at the end of the course.
Skills Development Training
Our training team is also keen to develop new training packages and specialist courses to suit the evolving trends within the community and neighbourhood. We are particularly interested in delivering packages to help local authorities deliver the government white paper on engaging communities.
