The preparation of development plans under the new planning system requires the Borough Council to compile an Evidence Base, which is a collection of background technical documents used to inform the production of the Core Strategy and Swindon Central Area Action Plan. The Evidence Base covers such issues as housing need, employment provision, transportation, retail, the natural environment and outdoor playing space.
This web page pulls together all of the Evidence Base documents to create a Core Documents Library, a complete list of all the documents is currently being updated and will be made available on this web page in due course.

Swindon Joint Study
The Swindon Joint Study was one of nine sub-regional studies carried out in the South West region to inform the then emerging Regional Spatial Strategy to 2026. The studies relate to areas which are likely to be the primary focus of future development in the region.
As 'strategic planning authorities', Swindon Borough Council and Wiltshire Council were commissioned to undertake the Swindon Joint Study by the South West Regional Assembly. Because Swindon’s influence extends beyond its boundaries, local authorities across the study area, in addition to representatives from social environmental and economic partners, were involved in the preparation of the study.
The Swindon Joint Study Interim Report was published in May 2005 and its conclusions were considered by the Cabinet of Swindon Borough Council on 1 June 2005. Copies of both the Swindon Joint Study Interim report and the Cabinet report considered on 1 June 2005 are available using the links below.

Subsequent to the submission of Swindon Borough Council’s “First Detailed Proposals”, based on the findings of the Swindon Joint Study, the Regional Assembly requested supplementary information, particularly in regard to infrastructure costs. West of Swindon Study Update
The Draft South West Regional Spatial Strategy (RSS) allocated 3,000 homes to be located to the west of Swindon within North Wiltshire. Wiltshire Council and Swindon Borough Council worked jointly to assess the most appropriate location for these homes.
