Developer Contributions Guidance Note
The adopted Developer Contributions Development Control Guidance Note (DCGN) 2010, sets out financial contributions for infrastructure that may be sought by the Council from applicants seeking planning permission for new housing and non-residential development, where it can be justified such development generates a need for new infrastructure and/or facilities. By identifying costs associated with development in the Borough at the outset, it is hoped that the application of the DCGN should result in a speedier, more transparent process.
The Guidance Note provides comprehensive advice for developers on Swindon Borough Council’s requirements for developer contributions (excluding transport and Highways).

Community Infrastructure Levy
The Community Infrastructure Levy (CIL) is a charge that local authorities can levy on new developments in their area. It will apply to most new buildings and charges are to be based on the size (floorspace) and type of new development. The CIL contributions would help fund infrastructure needed to deliver growth in Swindon and to serve the new development. The specific type of infrastructure projects that the CIL receipts will fund will be published by the Council. They could include transport schemes, flood defences, green spaces or community facilities. The Council will be required to report annually on CIL income and expenditure.
The Borough Council has decided to implement the Community Infrastructure Levy and to adopt a Charging Schedule for Swindon Borough.
The Council is working to produce a Preliminary Draft Charging Schedule for consideration by the Cabinet to authorise public consultation on the proposals. This will be the first stage in the process that will lead to the publication of a Draft Charging Schedule for consideration at an Examination later in 2012.

Draft Developer Contributions for Transport Infrastructure and Services
The Borough Council published a draft guidance note on 'Developer Contributions for Transport Infrastructure and Services' for public consultation in March 2008. A transport tariff, or standard charge for transport, will provide a clear and consistent methodology for the calculation of the contributions required by the Council from developers towards transport in the Borough.
