Waste Development Framework

Swindon Borough Council works jointly with Wiltshire Council in the preparation of a Waste Development Framework (WDF) for Wiltshire and Swindon, this comprises:

  • a portfolio of local development plan documents (DPDs)
  • a Local Development Scheme (LDS);
  • Supplementary Planning Documents (SPD); and
  • a Statement of Community Involvement

Waste Core Strategy

In July 2009, Wiltshire Council and Swindon Borough Council adopted the Waste Core Strategy Development Plan Document (DPD). The Waste Core Strategy sets out the spatial vision, key objectives and overall principles for the development of sustainable waste management facilities up to 2026.

Waste Development Control Policies

In September 2009, Wiltshire Council and Swindon Borough Council adopted the Waste Development Control Policies Development Plan Document (DPD). The DPD sets out generic development control policies to assist with the process of determining planning applications for new or expanded waste management facilities.

Waste Site Allocations

The Waste Site Allocations Development Plan Document (DPD) will provide detailed local expression to the adopted Waste Core Strategy in terms of the identification of sites that the Councils consider will be required in order to to meet the forecasts of demand for new waste management capacity.

The Councils are currently preparing the Pre-Submission (Regulation 27) draft of the Waste Site Allocations DPD, this will set out a revised list of sites and waste uses. It is expected that public consultation will take place in Autumn 2010.

Background

To assist the process of preparing the Waste Site Allocations DPD an additional period of informal consultation was undertaken in early 2010. This consultation provided an opportunity for all stakeholders to comment on a revised and refreshed list of potential site options and indicative waste uses. Although many of the sites (and potential uses) remain unchanged since their inclusion in the original ‘Issues and Options’ consultation document in 2006, a small number of additional sites were put forward. A number of sites were also removed due to issues such as availability, viability and/or by the landowners’ request. The comments received have provided a significant level of detail in terms of the list of sites and the options for waste uses, which have fed in to the process of preparing the Pre-Submission draft of the Waste Site Allocations DPD.
