Minerals Development Framework

Swindon Borough Council works jointly with Witshire Council in the preparation of a Minerals Development Framework (MDF) for Wiltshire and Swindon, this comprises:

  • a portfolio of local development plan documents (DPDs)
  • a Local Development Scheme (LDS);
  • Supplementary Planning Documents (SPD); and
  • a Statement of Community Involvement

Minerals Core Strategy

In June 2009, Wiltshire Council and Swindon Borough Council adopted the Minerals Core Strategy Development Plan Document (DPD). The Minerals Core Strategy sets out a spatial vision, key objectives and overall principles for minerals development up to 2026.

Minerals Development Control Policies

In September 2009 Wiltshire Council and Swindon Borough Council adopted the Minerals Development Control Policies Development Plan Document (DPD). The DPD sets out generic development control policies to assist with the process of determining planning applications for minerals development.

Aggregate Minerals Site Allocations

The Aggregate Minerals Site Allocations Development Plan Document (DPD) will provide detailed local expression to the Minerals Core Strategy in terms of formally identifying land for future aggregate mineral working and aggregate recycling facilities.

The Councils have identiifed initial site options which are now being consulted on for a eight week period of public consultation ending at 12 p.m. on Thursday 30th September 2010.

Background

In terms of minerals supply, the key issue for Wiltshire and Swindon relates to the identification of land sufficient to test the environmental acceptability of meeting local aggregate apportionments for the area.

This testing process commences with the identification of 'broad locations' for new development in the Minerals Core Strategy and finishes with the identification and delivery of new (or expanded) sites in the Site Allocations DPD.

The Councils have been working on a number of projects designed to help identify a 'long-list' of potential sites, including contacting landowners in mineral bearing parts of Wiltshire and Swindon seeking sites to be promoted for inclusion in the Plan. This excercise has lead to a range of sites coming forward. These sites and those promoted by the minerals industry have been appraised using a Minerals Site Assesment Methodology for potential inclusion within the initial site options consultation document.
