Minerals Development Framework

The Planning and Compulsory Purchase Act, 2004. requires that County Councils and Unitary Authorities prepare a Minerals Development Framework (MDF). Swindon Borough Council is preparing an MDF jointly with Wiltshire Council, which will comprise:

  • a portfolio of local development plan documents (DPDs)
  • a Local Development Scheme (LDS);
  • Supplementary Planning Documents (SPD); and
  • a Statement of Community Involvement

A Minerals Development Forum was set up to provide input into the preparation of the MDF. The forum's work can be viewed through the following link: Minerals Development Forum

Minerals Core Strategy

In July 2009, Wiltshire Council and Swindon Borough Council adopted the Minerals Core Strategy Development Plan Document (DPD). The Minerals Core Strategy sets out a spatial vision, key objectives and overall principles for development covering minerals provision up to 2026.

The main document alongside a number of supporting documents are available to be viewed on Wiltshire Council's website by clicking on the following link:

Minerals Site Allocations

The Aggregate Minerals Site Allocations DPD is at an early stage of preparation. The Councils have been working on a number of projects designed to help identify a 'long-list' of potential sites for future sand and gravel production. One of these projects involved contacting landowners in mineral bearing parts of Wiltshire and Swindon seeking sites to be promoted for inclusion in the Plan. This excercise has lead to a range of sites comming forward. These sites and those promoted by the minerals industry will now be appraised using the Minerals Site Assesment Methodology for inclusion in a document for informal consultation - currently anticipated for the end of April 2010.

In terms of next steps, the Councils are working to the following milestones:

  • Informal consultation on the 'long list' of sites: April  - June 2010
  • Formal consultation on 'pre-submission' publication document: November - December 2010
  • Submission to Secretary of State: February 2011
  • Adoption: November 2011
