Developer Contributions

Swindon Borough Council sees developer contributions playing a vital role in securing the funding necessary to facilitate future growth at Swindon through the provision of essential infrastructure.

Developer Contributions

The Development Control Guidance Note (DCGN), which is available to download below, sets out financial contributions for infrastructure that will be sought by the Council from applicants seeking planning permission for new housing development, where such development generates a need for new infrastructure and/or facilities. By identifying costs associated with development in the borough at the outset, it is hoped that the application of the Development Control Guidance should result in a speedier, more transparent process that will minimise uncertainty and reduce the time spent on the negotiation of S106 Agreements.

The Developer Contributions Development Control Guidance Note provides comprehensive advice for developers to Swindon Borough Council’s requirements for developer contributions for a variety of essential infrastructure. It incorporates all existing adopted SPG and the newly produced DCGN relating to developer contributions.

Draft Developer Contributions for Residential Development

The Borough Council have been reviewing the Developer Contributions Guidance Note, and published a revised guidance note for public consultation in November 2007. The Borough Council are currently awaiting further clarification on the potential impact of the Government's proposed Community Infrastructure Levy before seeking to adopt the revised Guidance Note.

Draft Developer Contributions for Transport Infrastructure and Services

The Borough Council published a draft guidance note on 'Developer Contributions for Transport Infrastructure and Services' for public consultation in March 2008. A transport tariff, or standard charge for transport, will provide a clear and consistent methodology for the calculation of the contributions required by the Council from developers towards transport in the Borough.
