Education and Learning - 13-19 Development

On this page: General information about the 13-19 service, 16-19 learning and links to relevant websites where you can gain further detailed information. 

The 13-19 Service works on behalf of all young people aged between 13 and 19 in Swindon, and liaises with many different professionals, services, and agencies. 

The service plans, co-ordinates, implements, supports and advises on work which supports all young people’s participation and progression in learning and other activities which help personal and social development.

The 13-19 Service also makes sure that the Council meets it's legal duties and the needs of young people by responding to statutory guidance from Government.

Swindon Guide to 16-19 Learning

The Swindon Guide to 16-19 Learning has been developed to give students and parents/carers an impartial overview of all the course options ‘pathways’, as well post-16 providers and their course offers for the coming academic year.

This can be used to help students and parent/carers make decisions about post 16 learning options and to see the variety of courses available to them.

Backing Young Swindon - Plan 500 

Plan 500 is Swindon’s employer response to the dramatic rise in youth unemployment in the town following the recession. The aim is to create a single point of entry for local businesses to sign up to support young people in Swindon in their efforts to be introduced to the world of work and getting them into a job.

Businesses can support Plan 500 by offering work experience, apprenticeships, diplomas, mentoring or work based qualifications.

Raising Participation Age

The Education and Skills Act (2009) introduced the Raising Participation Age (RPA) legislation which, by 2013, requires young people to stay in learning until they are 17 and, likewise, until they are 18 by 2015. 

National Trials 

Swindon is taking part in the national trials funded by the Department of Education. The trial aims to support the preparation required to ensure young people are able to participate and to develop arrangements that need to be in place.

Phase 2 was completed in March 2011 and we are now taking part in Phase 3 – Locally Led Delivery Projects with a role as a Local Leader to support non trial local authorities prepare for 2013.
