Anti-Fraud and Corruption Policy

In carrying out its functions and responsibilities, Swindon Borough Council wishes to promote a culture of openness and fairness and expects that elected members and employees at all levels will adopt the highest standards of propriety and accountability.

Following the publication of the Nolan Report in 1997, several well publicised cases concerning fraud and corruption within local government and the Local Government Act 2000, the Council recognises the need for adopted an Anti-fraud and Corruption Policy. 

Voicing Concerns

Employees, Members and School Governors are often the first to realise that there may be something seriously wrong within the Council. However, they may not express concerns because they feel that speaking up would be disloyal to their colleagues or to the Council. They may also fear harassment or victimisation. In these circumstances, it may be easier to ignore the concern, rather than report what may just be a suspicion of malpractice.

The Council is committed to the highest possible standards of openness, probity and accountability. In line with that commitment, we encourage employees and others with serious concerns about any aspect of the Council's work to come forward and voice those concerns.

It is recognised that certain cases will have to proceed on a confidential basis. The Council's 'Whistleblowing' Policy makes it clear that staff can do so without fear of reprisals. It is intended to encourage and enable staff to raise serious concerns within the Council, rather than overlook a problem or 'blow the whistle' outside.
